Dan Contreras

Dan Contreras founded TX One Source in March 2012 after serving nearly seven years as director of the Department of Information Resources (DIR) Information and Communications Technology Cooperative Contracts Program. In that role, he oversaw more than 3,400 contracts, generating over $7 billion in sales and $1 billion in savings over six years.

With more than 23 years of experience in state agency administration and contracting, including 14 years in executive leadership, Dan brings unmatched insight into state procurement processes. He has overseen 2,000+ state procurements and reviewed more than 10,000 proposals, representing both global technology firms and minority-owned Texas businesses.

Dan’s previous leadership roles include executive director of the Council on Competitive Government, deputy executive director of the Texas Building and Procurement Commission, and associate director of the Texas Incentive and Productivity Commission. These roles have enabled him to build lasting relationships with nearly every state agency in Texas, providing clients with strategic access and guidance nationwide.

Dave Ballinger

Dave Ballinger brings extensive experience in process transformation, digital government, and enterprise systems optimization. He previously served as Senior Director of Process Transformation at e2open, where he led initiatives to streamline back-office operations and optimize Salesforce integrations across sales and customer service teams.

Dave spent more than 16 years at the Texas Department of Information Resources, holding leadership roles including Assistant Director of the Digital Government Division. He managed the state's open data portal, oversaw outsourced portal contracts, and developed contract offerings that improved efficiency and reduced administrative costs.

His background also includes service as a United States Marine Corps officer, commanding units in combat operations, as well as project management experience at Honda of America Manufacturing. This blend of government, enterprise, and military leadership informs his disciplined, results-driven consulting approach.
